The City Council today appointed Dominick Casey to be Acting City Manager, following yesterday’s announcement of City Manager Rob Jensen’s retirement.
The appointment is effective April 14, so that Jensen, in the time leading up to his June 29 retirement, can focus on wrapping up high profile projects including critical capital-improvement and development-related projects.
“With the ample notice Rob has given us, we wanted to make the best use of his expertise,” said Mayor Susan Rohan. “We’re also very pleased Dom has accepted this tremendous responsibility.”
“This allows a smooth transition at the executive level, where Rob can provide guidance and support to Dom as he takes on this role. It also gives us several months to take advantage of Rob’s experience in these specialized areas,” said Rohan.
The City Council will conduct a nationwide search for Roseville’s next city manager, who is expected to be hired by the end of summer.
In 2016, Casey was appointed as assistant city manager, overseeing police, fire, public works, parks, recreation, and libraries, and central services. He moved to Roseville in 2011 when he was hired as Roseville’s director of parks, recreation and libraries, after 10 years in various management positions at the City of Henderson, Nevada.
Casey is a graduate of Northern Arizona University and received a master’s degree in management from Chadron State College. Casey lives in Roseville with his wife and four children.

Hi, Everyone—
As you’re aware, City Manager Rob Jensen officially notified the City Council yesterday of his plans to retire June 29th. The City Council met in closed session today, and decided to appoint me as Acting City Manager, effective April 14th.
It is with great humility that I accept the Acting City Manager appointment. I am grateful for the faith the City Council demonstrates in me, and for the faith and support our employees across the organization have given me in the past seven years. I would simply not be where I am today without that support. Thank you!
As I see it, in the simplest terms, the city manager has three core functions:
Effectively supporting the City Council with its policymaking process.
Overseeing the City’s day-to-day operations and making sure the resources and assets are as optimal as possible.
Strategic planning to support the Council in enacting the community’s vision.
As we continue to implement City Council goals, we’ll also remained focused on our organizational values developed through the Organizational Cultural and Leadership Committee’s survey of employees: Value Employees, Internal Communication, and Process and Polices. With additional workload of Engage Roseville, ERP, and Budget on top of our day-to-day operations we will need a 100% from all of our hardworking, talented staff.
While some view change as difficult, I view transitions as opportunities. Our city is on the right path and to keep it that way, communications is key. The Council intends to conduct a nationwide search for this position as they have done in the past, with the exception of Rob’s appointment. Since many of you have asked, I wanted to let you know that I do plan to compete for the position, just as all of our staff must do when positions are open in our organization.
During this transitional period Rob Jensen will continue as City Manager helping smooth the transition and working on wrapping up high profile projects such as: City/County Tax Sharing Agreements, Regional Development Impacts, CIP Roadway Strategy, and the Economic Development Director recruitment.
I remain committed to you and to the community we serve together, to make Roseville the very best it can be. I am energized and excited by this opportunity and looking forward to working with all of you in this new role.
