Tips for secure online Open Enrollment access

Open Enrollment is now available, and will close October 4, 2019. All changes made during Open Enrollment will take effect January 1, 2020. During Open Enrollment you can: add dependents, change plans, delete dependents, drop coverage, or enroll in new coverages.

Open Enrollment is now paperless and online. Employees can make changes to their health insurance coverage for next year by logging into Oracle and accessing the Benefits module.

It is recommended to use a City-issued device to access your personal open enrollment information. If you choose to access Open Enrollment from home, here are some suggestions to help keep your personal information secure:

  1. Load Security Updates. Update your operating systems, browsers, and software.
  2. Use Supported Operating Systems. If your home computer is running an older operating system like Windows XP, you are at high risk and should not use the computer for accessing sensitive information, including the new Oracle ERP system.
  3. Use strong and unique passwords. Always use a different password for every site and never share your password with others
  4. Be on the lookout for email-based threats. Malware attachments, malicious links, and phishing attempts can all come in via email.
  5. Use Multi-Factor Authentication (coming soon here at the City) – If available, enable multi-factor (aka ‘push’ or two-step verification) on all sensitive web sites like financial sites and those that contain other sensitive personal information such as Social Security numbers.
  6. Use good anti-malware software. Windows Defender (aka Security Essentials on Windows 7) is a good free anti-malware product. There are many other free and pay options. Remember that even the best anti-malware defense won’t always protect you, so if a web site or email looks suspicious, don’t tap or click.
  7. Use a good firewall on your home Internet connection. Make sure you use the best encryption you can on your wifi network (usually WPA2-PSK).
  8. Only use Secure WiFi. Public Wi-Fi networks can be risky and make your data vulnerable to being intercepted. If you must use insecure (open) public wifi, make sure you use a trustworthy VPN (such as NordVPN or PIA) so your data is encrypted.
  9. Tip: Use more than one browser or multiple computers. Separate your web surfing and bill pay / banking / private information access browsers. Better yet, use a separate computer for privacy-sensitive work.

Important Note: If you don’t have a city-issued device and want to use a City computer to complete your open enrollment, computers are available at Corpyard, Civic Center, and loaners are available from IT Client Services.
