Ryan DeVore appointed Assistant City Manager

As you may recall we held a highly competitive, national recruitment process earlier this year for the position of Assistant City Manager when Jay Panzica retired, and Dion Louthan was selected for that position.

However, knowing at that time that Assistant City Manager Kevin Payne would be retiring at the end of 2019, I was looking for two candidates out of this process. We were fortunate to have many qualified candidates apply, but Ryan DeVore, Community Development Director for the City of Sacramento, stood out to the panel members for his passion, depth of experience, and commitment to the public service industry.

Fast forward to the end of the year, and I’m glad that Ryan was still interested in the position and in coming to Roseville when I reached out to him about this new opportunity. Ryan will be joining the City of Roseville as assistant city manager starting Dec. 16 so that he and Kevin have a little time to overlap before Kevin retires.

In 2014, Ryan was appointed to his current role, responsible for planning, building, code enforcement, and animal care activities in the City.

He installed department-wide performance measures, led the effort to bring 10,000 places to live to the central city and delivered an inter-departmental, stakeholder-friendly development-process-improvement program. Ryan and his team are currently working on a neighborhood-based planning and economic development strategy.

Ryan began his career as an engineer and entrepreneur. He worked in private practice, owned a small business and was an engineer and project manager for the City of Sacramento until his appointment as the City's Chief Building Official. He helped pioneer the Sacramento Streamline initiative, which reduced counter wait times, decreased plan review turnaround times, and automated many building permit processes.

Ryan’s experience and skill set will also help us drive positive change that allows our organization to become more nimble and adaptable. He’s smart, collaborative and instills trust in all his encounters, which will help him succeed in this new role.

He has a bachelor’s degree in civil engineering from Cal Poly San Luis Obispo and an MBA from Sacramento State. Ryan has two sons and lives in Folsom.
